You can avoid ice dams by eliminating excess air leakage with the installation of vapor barrier and sealing air leaks that are visible.  When you improve the insulation in your attic you also improve upon the chance you will experience an ice damn.   Proper insulation keeps the attic cool which lowers the chance of melting snow that occurs with warm air leaking.  Another key aspect in avoiding ice dams and roofing issues is to reduce the humidity in the living space with your home.
